CC-Scen is an unofficial map editor for Command & Conquer. It was created by Andrew Griffin with input from Vladan Blato, and is likely the earliest map editor for the game. Though a visual editor, CC-Scen's graphical representation of maps is very simple.

CC-Scen allows for Tiberian Dawn maps to be edited, including overlays, terrain, structures, units, and smudges. Unlike later editors for Tiberian Dawn and other Command & Conquer games, CC-Scen does not display game assets, and instead uses differently-colored tiles to represent maps visually. The program puts out a binary file that needs to be converted by a converter before it can be read by the game. CC-Scen comes with such a converter, as well as a number of other programs that allow users, among other things, to view the maps they created, and extract and re-insert maps into the game's .mix files.
The editor cannot handle a number of map features such as infantry or triggers, which need to be modified manually via a text editor, or another editor.
Although the system to do so is fairly tedious, this editor has the ability to edit the map terrain of individual cells on the map, rather than restricting the user to placing down entire template shapes. No other map editor for Tiberian Dawn ever got this feature until the Remastered editor was released.
