Hand of Legion is a support power that unburrows a heroic Hijacker at the target location.
Units taken with the Heroic Hijacker are permanent, and yet, take no population cap at all, allowing the user to amass an army of vehicles. Also incredibly useful for taking high value targets as the power can be deployed right next to the vehicle, allowing the hijacker to instantly disable the vehicle while avoiding being killed while running towards it.
