Loading screen maps of Western Europe at the start of the war show that Spain is not affiliated with the Soviets. Spain, along with Greece and Turkey, was intended to be a playable country in the original Red Alert at one point and the codes for it still exist in the game. They all become playable subfactions in Remastered as mentioned earlier.
