Terrorists are dangerous, single-use explosive units. Their straightforward attack method was simply to run towards their target and detonate against it. Used primarily against vehicles, Terrorists can be used to inflict damage far exceeding their own value. Terrorists can also enter unoccupied civilian vehicles found on the map, creating a car bomb and acquiring extra mobility and destructive power.
One of the most effective uses of the terrorist was to order one to mount the fast and nimble Combat Cycles, effectively turning the bikes into ground-based missiles. Colloquially known as "demo bikes", these terrorists could cross rough terrain and were almost unstoppable at top speed.
Though weak alone, Terrorists are often used in groups. Normally slow, they move a fair bit faster when on the offense, and can take the opponent by surprise. This makes them ideally suited to rush attacks, especially in their car bomb mode. One is enough to destroy most vehicles, and two can scrap an Overlord tank. Groups can deal heavy damage to structures. Flame weapons and explosions from rockets and missiles will detonate the terrorist's bomb, as will any vehicle attempting to run one over, potentially dealing splash damage to nearby units even if they failed to completely close the distance to their target.
A car bomb attack
Terrorists, however, are obviously far from invincible. Although they can harm aircraft on the ground, those that are airborne can easily eliminate them without fear of retaliation. They must be directly next to their target to damage it, allowing terrorists to be killed from afar with long-range units. Terrorists are vulnerable to most anti-infantry units and structures, such as Tunnel Network/Toxin Network, Gattling Cannon, Pathfinder and Gattling Tanks. Gunfire-based units can safely kill the Terrorist without detonating its bomb.
German censorship[]
German replacement for the terrorist
The Terrorist's model was replaced with a wheeled bomb in the censored German releases of Generals and Zero Hour, though both units are functionally identical.

Prince Kassad[]
Kassad's Terrorists have stealth by default in the campaign mission Hidden Agenda.
Rodall Juhziz[]
Rodall Juhziz' Terrorists have a larger blast radius, and his Combat Cycles are produced with them by default.
Dr. Thrax[]
Dr. Thrax's Terrorists are replaced with Toxin Terrorists.
Leang[]
Leang does not have access to Terrorists, but her Combat Cycles are produced with them by default.

Trivia[]
- Due to Terrorists' sheer effectiveness when commandeering civilian vehicles or mounting Combat Cycles, some competitive matches use maps that lack vehicles, and additionally prohibit the use of Combat Cycles.
- Terrorists can gain veterancy through picking up Salvage Crates.
- Terrorist cannot be run over by the vehicle they're targeting.
- Rodall Juhziz' cut dialogue indicate his Terrorists were able to disguise themselves as civilians or enemy infantry units.
- Terrorists were inspired by the use of suicide bombers by various terrorist factions throughout history.
