Through the barracks, the GLA could train infantry during the War against the GLA.
Background
From the barracks, all infantry were trained for combat. The barracks housed medical facilities where injured soldiers could return to be healed back to a battle-ready state, and could train rebels to capture buildings. Like all GLA buildings, it would leave a GLA Hole behind after being destroyed.
